if you go to your starfield game directory open up the starfield.ini file thats within it, it will look something like ( *** can be anything )

uiUpscaleTech=***

if you add "bAlwaysActive=1" as a single line under [General], it makes sure your game doesnt pause when unfocussing it..
so the file will look like

[General]
uExterior Cell Buffer=**
sGPUDefaultQualitySettingsJSON=********
bAlwaysActive=1

[Display]
uiUpscaleTech=***
--------------------------------------------------------

and yes this will work for Xbox / Gamepass version but you'll have to gain acces to the folder first
